The Texas Commission on Environmental Quality is reviewing its enforcement programs.In 2004, GHASP and the Alliance for a Clean Texas submitted comments to the review committee.

In 2005, GHASP issued a report that found that the TCEQ was not following its own guidelines for enforcement, and was giving Big Breaks for Big Polluters.

GHASP and others have also commented extensively on the emission events rules, which have been an obstacle to enforcement action when so-called upsets occur.
