The Texas Commission on Environmental Quality is considering changes to its enforcement rules related to compliance history and other issues. GHASP and others have advocated for major changes to enforcement efforts.

These rules are "on hold until further notice" as a result of a deadlock on the commission regarding the direction that they wish to proceed.
